党的十八大以来,党中央、国务院面对资源约束趋紧、环境污染严重以及生态系统退化的严峻形势,将“生态文明建设”纳入“五位一体”总体布局,将“绿色”作为五大发展理念之一,要求深入持久地推进生态文明建设,加快形成人与自然和谐发展的现代化建设新格局。为了贯彻中央精神,2017年5月,国土资源部、财政部、环境保护部等六部委联合印发的《关于加快建设绿色矿山的实施意见》中明确要求,紧紧围绕生态文明建设总体要求,将绿色发展理念贯穿于矿产资源规划、勘查、开发利用
