The article introduces a coding principle and main features of ITU-T G.719, a full-band voice and audio codec. G.719 performs full-band (20 Hz ~ 20000 Hz) encoding and decoding of 48 kHz sampled speech and audio signals at a rate of 32 kbit / s ~ 128 kbit / s. The encoder is based on transform coding and adopts adaptive time resolution, Adaptive bit allocation and low complexity lattice vector quantization techniques. The decoder reconstructs the uncoded spectral components by signal adaptive noise padding or bandwidth expansion.
