应该说,从投资增长到控制房价,房地产市场调控目标是在朝着关注民生的方向前进。但为什么调控结果和目标背道而驰?关键在于各级政府担心房地产价格的下降将会影响到经济增长目标,在实际调控中陷入了两难处境:一方面“怕涨”,另一方面又“怕跌”。其实质则是政府在经济效率和社会公平之间难以取舍。
It should be said that from the investment growth to control prices, the real estate market control goal is to move in the direction of concern for people’s livelihood. However, the reason why the results of regulation and control runs counter to the goal? The key lies in that the governments at all levels are concerned that the drop in real estate prices will affect the goal of economic growth and have plunged into a dilemma in the actual control: on the one hand “fear of rising” and on the other hand “fear of falling” . The essence is that it is difficult for the government to choose between economic efficiency and social fairness.
