对于园区国企而言,园区内的需求饱和倒逼企业必须走出去当园区开发接近饱和的时候,过去承担开发功能的企业应该怎么办?在苏州工业园区,从2001年陆续成立的国有企业很大一部分承担着园区房地产开发的功能,依靠管委会下派任务完成经营业绩。20年之后,园区的土地开发已经接近饱和,“走出去”和“市场化”成为园区国企转型的主要战略。其中新建元集团的自我转型具有样本意义。
