在我国现如今的新形势下,欠发达地区是一个相对的概念,它指的是与发达地区有一定差距但本身还具有一定的经济实力与基础的地区,这些地区的生产力发展不平衡,科技水平还不发达,如我国的中、西部地区。改革开放以来,欠发达地区与发达地区之间经济发展上的差距有不断加大的趋势。究其原因,体制环境、人才培养水平观念等的落后是影响欠发达地区经济发展的根本性制约因素。 Under the new situation in our country today, the underdeveloped area is a relative concept.
