2000年11月27日正式成立的辽宁省通信管理局,是在信息产业部和辽宁省委、省政府双重领导下,以信息产业部领导为主,对全省行政区域电信业实施监督管理的法定机构,担负着全省电信行业的政府管理职能。主要职责是:对本地公用电信网、专用电信网、广播电视传输网实行统筹规划和行业管理;受理、核发本地区电信业务经营许可证,负责电信设备进网管理;会同地方物价部门和质量技术监督部门,管理本地区电信服务价格与服务质量;保证公用电信网互联互通和平等接入,协调电信企业之间的经济与业务关系;负责电信网码号及其他公用电信资源的分配与管理;组织协调通信与信息安全、党政专用通信和应急通信工作;负责全省通信行业职业技能鉴
