广东省从1997年开始酝酿高速公路联网收费的问题,省政府做了大量有成效的工作。2002年11月,由省人民政府粤府[2003]87号文印发《广东省公路联网收费管理暂行办法》,正式启动我省高速公路联网收费工作。广东省高速公路采用兼容电子不停车收费(ETC)和人工半自动收费(MTC)的组合式收费技术,分区域实现联网收费,取消区域内主线收费站,并实现“粤通卡”全省一卡通。从2002年11月至今,联网收费工作取得了较大进展。目前已经建成了负责非现金结算的省联网收费中心以及负责现金通行费结算的区域收费中心,粤北、粤西区域已实现联网,开通 ETC 车道以及粤通卡收费、向社会开放使用粤通卡和电子不停车收费,运行情况正常。目前,全省联网路段达到650公里,占全省高速公路里程的1/3,在联网路段经过的地区建成开通粤通卡客户服务网点,方便用户,提高了高速公路通行效率,车辆用户和有关业主反映良好。
