早期的成人高等教育教学点主要是以函授站形式存在,但随着教育改革和社会发展,函授站主体从公办变迁为易逃避监管、以民办为主、利益至上的教学点,出现教育定位偏离、管理错位、监管缺位等问题。本针对这些问题,从学校内部、教育主管部门、社会第三方等多方位着手治理,以期使其成为真正的成人高等教育事业的重要组成部分。
