谘议局是清廷筹备立宪的重要一环。江苏谘议局的议政活动具备现代民主政治的基本程序,其中留日或新式教育出身议员在议场占主导优势。他们能够通过合法渠道为民请命,尽其所能兴利除弊,在很大程度上呈现出现代民主政治的色彩。江苏谘议局的议政活动积极推进了现代民主政治的进程。
The consultative council is an important part of the preparation for the constitutional order of the Qing government. The constitutional activities of Jiangsu Province’s Consultative Assembly have the basic procedures of modern democratic politics. Among them, those holding a Japanese or new education background dominate the agenda. They can make a public plea through legal channels, try their best to pros and cons and, to a large extent, display the colors of modern democratic politics. The political activities of Jiangsu Advisory Council actively promoted the progress of modern democratic politics.
