本文基于理论研究与实践应用二维度,从背景与原则、指标选取、评价方法入手,对区域科技进步考核指标文献进行综述,并提出了指标体系构建的建议:指标设置的原则需兼顾主客观两个方面;指标的选取有必要对经济与民主加以同等关注;对区域科技进步考核指标间相关性进行妥当处理;区域科技进步评价指标体系需要与时俱进。 Based on the two dimensions of theoretical research and practical application, this paper reviews the regional scientific and technological progress assessment indicators from the background and principles, the selection of indicators and the evaluation methods, and puts forward some suggestions on how to set up the index system. In terms of the selection of indicators, it is necessary to pay equal attention to economy and democracy; to properly handle the correlation between regional scientific and technological progress indicators; and to set an index system for evaluating regional scientific and technological progress with the times.
