Sealing products case 1 is the first case dealt with by the WTO Dispute Settlement Body that deals directly with trade restrictions on the protection of animal welfare. On November 25, 2013, the case released a report of the panel that found that the EU imposed a seal ban in order to protect animal welfare-related public morals and did not exceed the necessary limits. At the same time, however, it was found that the measure was not implemented in a fair and equitable manner and violated the EU’s obligations under the WTO agreement. Animal Welfare has entered the field of international trade, some developed countries began to animal welfare standards and trade linked. While pursuing the goal of free trade, WTO rules should give due consideration to the target of non-trade value - animal welfare and seek an appropriate balance between international obligations and domestic legislation.
