案情介绍2002年7月，湖南省娄底市工商行政管理局娄星分局（以下简称娄星分局）就农村电价问题对娄底市城区电力局展开调查，城区电力局相关负责人认为其不属于娄星分局职权范围，并拒绝提供有关资料。娄星分局于8月初下达了3份要求相关人员到其经检大队就农电总站供电有关事宜
Case Presentation In July 2002, Louxing Branch of Loudi City Administration for Industry and Commerce of Hunan Province (hereinafter referred to as Louxing Branch) investigated Loudi City Urban Power Bureau on the issue of rural electricity price. The relevant person in charge of Urban Power Bureau considered that it did not belong to Lou Xing Branch office, and refused to provide relevant information. Louxing Sub-bureau issued 3 requirements in early August to related inspection personnel to their squadrons for power supply to the power station
