一、加强农业保险立法。 在世界范围内,各国在举办农业保险时,鉴于农业保险的特殊性,一般适用于各种商业保险的《保险法》不适用或不完全适用于农业保险。因此,均先制定《农业保险法》及其实施细则,确定其基本法律依据,以保证农业保险体系的顺利建立和业务的协调运作,使农民的利益得到保障。而我国目前对这项涉及农业基础地位的政策性保险业务,尚无一套完整的法律、法规予以扶持。因此,国家应加强农业保险的立法,用法律的形
