本讲中,笔者将重点介绍由企业或企业联盟形成的“事实标准”。这类“事实标准”不同于前面两讲中提到的国际、区域和国家标准化组织制定的标准(也称法定标准),它不需要遵循法定标准制定程序,也不需要这些标准组织批准发布。它是企业自行制定或企业联盟共同制定,通过企业或企业联盟成功的市场运作,促使产业界广泛接受的标准。按照其产生过程,“事实标准”一般分为私有协议事实标准和企业联盟 In this talk, I will focus on the “de facto standard ” formed by the business or business alliances.
