计划和市场作为调节经济的手段，不是两股道跑的车．计划离不开市场，市场也离不开计划，但二者不是半斤时八两，各自调节的范围和程度更不是平分秋色和一成不变的。一般地说，计划侧重于宏观，从整体上把握国民经济的运行；市场则侧重于微观，侧重于单个企业具体的经济活动。
