在市场经济条件下,对公民个人权利的尊重,应引起公安机关的重视,“谁主管谁负责”的原则内涵将发生变化;公安机关上下级分权法律化;警务监督工作进一步加强。
Under the condition of market economy, respect for the individual rights of citizens should be given due attention by the public security organs. The principle of “who is in charge of the responsibility” will change in meaning; the decentralization of powers by the public security organs is legalized; and the work of police supervision is further strengthened.
