把公仆意识与国家联系起来的观点既不符合马克思主义公仆理论,也不符合历史实际。公仆意识是同民主制度紧密联系的一种意识,因此,要增强公职人员的公仆意识,必须在健全民主制度上下功夫。
The idea of linking public servant awareness to the state neither conforms to Marxist public servant theory nor does it conform to historical fact. Public servant consciousness is a kind of consciousness that is closely linked with the democratic system. Therefore, in order to enhance public servants’ awareness of public servants, we must work hard to improve the democratic system.
