10月8日,上海颁发了中国第一张“专车牌照”(网络约租车平台经营资格许可),且并未对私家车参与专车运营做特别规定,一时之间掌声四起。然而随后的10月10日,交通部公布了《关于深化改革进一步推进出租汽车行业健康发展的指导意见(征求意见稿)》和《网络预约出租汽车经营服务管理暂行办法(征求意见稿)》,却引来网络“拍砖”。专车该不该管?该怎么管?
