在改革以前,一项工程的建设单位、设计单位、施工单位都是国家指令性任务的被动执行者。建设的监督方式是自我监督、自检自评。改革开放初期,由于新、旧体制的并存、磨擦和碰撞,一度出现了市场秩序混乱、行业不正之风时有发生,在工程管理方面存在着建设目标失控等问题。很少有工项目不超投资的,而且建设项目竣工工期延长,投资效益受到严重影响。近10年来,黄石港务局已实施2000万元以上建设项目3个,不同的管理模式、管理力度和管理效益,使大家对实施监理制的认识更加深刻。1988年,投资6400万元的黄石港外贸码头动工兴建、当时未实施监理制度,成立了建港办公室,投入兼专职人员近30人,主要对资金、材料供应、水工土建工程

At that time, it did not implement the supervision system and set up a Hong Kong-built office with nearly 30 full-time staff. The major work was on capital and material supply,
