科学发展观是党的执政理念的一次升华,是中国共产党指导发展的理论的不断与时俱进。时代背景是为了更好地实现社会主义现代化,是对当代社会发展经验的总结和概括,是对苏联兴亡历史教训的深刻反思。实践基础是现阶段我国经济社会发展的状况和要求,是全面建设小康社会和构建和谐社会的内在需要。科学发展观的指导意义要求把经济社会发展转入以人为本、全面协调、可持续、又好又快的发展轨道。落实科学发展观要有自觉的矛盾意识和改革意识。
