查本会暨直属各机关出版的定期和不定期刊物,多达百余种。这些刊物对于指导工作等方面虽曾起了一定的作用,但由于领导上缺乏严格的管理与检查,以致有的不履行请示批准手续,即行出刊,因而出现了任意出版的自流状态;且有不少刊物,不经主要领导干部审查,不但内容空泛,指导性差,转载重复,形成浪费;甚至有泄露国家机密,混淆政策思想,致造成工作上严重损失。这种有害的混乱情况,必须速加改进。为此,特作如下决定:一、为克服出版中的不合理与无计划,将有关全面性、政策性的刊物和有关业务性、技术性的刊物,分工编辑。前者统由本会出版「中南政报」,内容刊载中央人民政府暨政务院发布和批准及本会发布和批准的政策、法令、布告、决定、决议、指示、条例、规章等文件,后者由政法委员会、财经委员会、文教委员会,各按实际情况出版一种综合性的内部刊物,刊载有关业务的政策与主管业务指导以及经验介绍、工作研究等文件, Check the Council and the organs directly under the publication of regular and irregular publications, as many as 100 kinds.
