根据我国的传统理论和经济体制,社会主义国家对全民所有制企业的管理是集“三权”于一身,不可分割的。这三权是:生产资料所有权、企业经营管理权和一般的经济管理权。对其它非全民所有制企业的管理则只有一权,即一般的经济管理权。正因为如此,全民所有制企业成了国家行政机构的附属物,丧失了独立性和自主权,吃“大锅饭”也就成为理所当然的事情。党的十二届三中全会关于经济体制改革的决议明确指出:在社会主义条件下,所有权和经营权也是可以
According to China’s traditional theory and economic system, the management of enterprises run by the whole people by the socialist countries is an all-in-one and indivisible part of the “three powers”. These three powers are: the ownership of the means of production, the right to manage the enterprise and the general right to manage the economy. There is only one right to manage other non-state ownership enterprises, that is, general economic management power. For this reason, the ownership-owned enterprises of the whole people have become the appendages of the state administrative agencies and have lost their independence and autonomy.
