普惠金融主张公平的金融服务享用权,致力于将过去被排斥于金融服务之外的弱势群体纳入其包容性的金融服务体系之内,因而是构建和谐金融、和谐社会的重要力量。在过去多年国际经验与本土化实践相结合的发展历程中,在一系列共识的基础上,我国以小额信贷为核心的普惠金融获得了多层次的拓展。但是随着实践的深入,一些已经取得共识的问题不断引发新的思考,比如关于利率的问题,新型地方性金融机构经营目标的偏离问题等等,如何进一步认识这些问题,需要厘清哪些思路,正是本期一线话题所关注的内容。参与本期讨论的嘉宾包括:中国社会科学院农村发展研究所贫困与发展金融室主任吴国宝、中国人民银行湘潭市中心支行行长吴大庆和中国人民银行沭阳县支行李长楼。
Pratt & Whitney Financial advocates fair access to financial services and strives to integrate underprivileged groups previously excluded from financial services into its inclusive financial service system and is therefore an important force in building a harmonious finance and harmonious society. Based on a series of consensuses during the development course of combining international experience and localization practice for many years in the past, the universal finance with microcredit in our country has obtained multi-level expansion. However, with the deepening of practice, some issues that have reached consensus continue to spark new thinking. For example, the interest rate issue, the deviation of the operation objectives of the new local financial institutions and so on. How to further understand these issues needs to be clarified. This issue is the topic of concern to the frontline. Guests participating in this issue include: Wu Guobao, director of the Poverty and Development Finance Division, Institute of Rural Development, Chinese Academy of Social Sciences; Wu Daqing, governor of the People’s Bank of China’s Xiangtan city center branch; and Li Changlou, the branch of the People’s Bank of China in Shuyang County.
