广西刑事犯罪活动的现状与趋势近几年来,广西在建立社会主义市场经济的过程中,由于新旧体制交替,社会管理存在漏洞和空隙,刑事犯罪活动不断增多并且发生较大的变化。1.发案总量居高不下几年来,广西全区刑事犯罪总量始终在8万起左右,居高不下,比“严打”前的1982年翻了一番。重特大案件在全部刑事案件中的比例,由1982年的4.8%增加到1996年的40%,立案数也从2000起上升到28100起,增加13倍。重特大案件逐年递增,1997年1-8月立案数比去年同期上升了3.6%。2.严重暴力和恶性犯罪案件日益突出严重暴力犯罪案件,80年代初全区每年仅发生二三十起,到80年代末也不足百起,进入90年代急剧增加。1990年全区立严重暴力案件95起,1996年为425起,增加3.5倍;特别是
