在国际贸易中,危险化学品生产包装占有重要的一席之地。本文择要介绍我国执行的国际化学品进出口安全包装的有关国际法规和管理条例。特别强调了国际化学品安全包装对地球生态环境的影响和危险化学品的生态毒性。加入世界贸易组织WTO以来,我国外贸进出口总额已超过6000亿美元,名列全球第5位;我国国内生产总值(GDP)已超过10万亿元人民币,每年以8%的高速度增长。在这些重大经济活动中,我国化学品生产及包装商品进出口做出了相当重要的贡献。为了与国际贸易接轨,我国政府及时清理、修订法规文件2300多个,其中2002年3月15日施行新的《危险化学品安全管理条例》,内容亦涉及国际贸易化学品进出口包装监管的规定。
In international trade, hazardous chemicals production and packaging occupy an important place. This article is to introduce China’s implementation of international import and export of safety packaging of the relevant international laws and regulations and management regulations. Special emphasis is placed on the impact of the International Chemical Safety Package on the Earth’s environment and the ecotoxicity of hazardous chemicals. Since China joined the WTO, China’s foreign trade volume has exceeded 600 billion U.S. dollars and ranks the fifth in the world. China’s gross domestic product (GDP) has exceeded 10 trillion yuan, an annual increase of 8%. In these major economic activities, China’s import and export of chemical products and packaging products have made quite a significant contribution. In order to be in line with international trade, our government promptly cleared and revised more than 2,300 laws and regulations documents, of which March 15, 2002, the new “Regulations on the Safety Administration of Hazardous Chemicals,” also covered the regulation of international trade in chemicals import and export packaging regulation .
