京津冀三地山水相连、空气相通,区域间生态文明之目标,非一己之力所能实现,“一荣皆荣、一损皆损”的生态特点,决定了区域环境治理需政府间协同。而经济不均衡、利益失衡、治理碎片化的地区特征造成区域竞争强于协作。以协同治理为切入点,深入探究京津冀区域环境治理中政府协同所处的僵局及其诱因,从机构权威化、法律体系化、政策标准化、利益协调、生态补偿五个方面对环境治理中的京津冀区际协同进行制度构建。
