There have been only a small number of PhDs (senior researchers) trained in Canada relative to other countries. In 2010, 15.9 people out of every 100,000 population received Ph.D. degrees from the University of Canada, only 21 of the OECD countries (countries with data available). Compared with other OECD countries, the number of science and engineering Ph.Ds per 100,000 population in 2010 was in the 15th place in Canada, roughly the top five countries (Slovak Republic, Switzerland, Sweden, Ireland and the UK), National Science and Engineering Ph.D. 64% of the total. There is a global talent contest in progress and Canada is also looking for ways to attract highly educated and highly skilled foreign talent while at the same time attracting talented PhD students back home.
