党的十六大报告在讲到深化分配制度改革时指出: “确立劳动、资本、技术和管理等生产要素按贡献参与分配的原则,完善按劳分配为主体、多种分配方式并存的分配制度。”认真贯彻落实这一重要思想,对于调动一切积极因素、利用一切可以利用的资源促进社会生产力发展,实现全面建设小康社会的奋斗目标,具有重要意义。我们应当怎样全面正确地理解“生产要素按贡献参与分配”呢?下面就此谈点浅见。
