经济全球化背景下我国商贸服务业区域发展不平衡、业态发展面临困境、外资控制逐渐加强和缺乏国际竞争力。一般而言,发达国家的保护主体、保护手段更多依靠市场,政府主要承担维护市场环境的职能。而发展中国家由于其市场培育不充分,政府在商贸服务业发展中发挥的作用更加直接明显,甚至行政命令有时是商贸服务业行业管理的重要手段。根据国际商贸服务业发展经验和我国当前实际,应从提升我国商贸服务业的产业竞争力、提高内资商贸服务企业的行业控制水平、降低我国商贸服务业对外依存度、协调我国商贸服务业的区域发展等几个方面入手,维护我国商贸服务业的产业安全。
