在21世纪,保证经济繁荣和提高生活质量的关键是加强对环境的管理、评价和预报。要做到这一点,就必须对占地球表面71%的大洋的状况进行长期而系统的观测和预报。全球海洋观测系统(GOOS)就是在此背景下由4个国际机构发起与组织实施。发起机构为:政府间海洋学委员会(IOC)、世界气象组织、国际科学联合会理事会和联合国环境规划署。GOOS项目办公室没在巴黎IOC总部、现负责人是英国的C.P.萨默海斯博士(原英国海洋科学研究所所长)。IOC正在联合国教科文组织中为GOOS的负责人谋求一个常设岗位。
In the 21st century, the key to ensuring economic prosperity and improving the quality of life is to strengthen the management, evaluation and forecasting of the environment. To do this, long-term and systematic observations and forecasts of the state of the oceans, which account for 71% of the Earth’s surface, must be made. In this context, the Global Ocean Observing System (GOOS) was initiated and organized by four international agencies. The sponsors are: IOC, WMO, Council of International Scientific Unions and UNEP. The GOOS project office is not based at the IOC headquarters in Paris and is currently headed by Dr. C. P. Summersheath (formerly director of the British Institute of Oceanography) in the United Kingdom. IOC is seeking a permanent post for the head of GOOS at UNESCO.
