孙子是中国古代形成完整战略理论且有文献可考的第一人,其所著的《孙子兵法》为我国最早的兵家现实主义著作。彼时生活的华夏地区与现今民族国家的无政府特性具有相通性,生存与安全为国家最核心的战略诉求。以此安全战略为理论分析工具,审视国际体系变革及在此背景下的中国崛起所面临的安全困境,推进安全战略的谋划,使中国在变局中实现安全突破,具有重要的理论与实践意义。国际体系变革是中国构建国家安全战略的时代脉搏;政有道、“称生胜”为安全战略的立足之基;“伐谋”、“伐交”为安全战略之和平基点;“致人而不致于人”为安全战略之控制策略;“非利不动”、“安国保民”为安全战略之依归;本文最后,以中日钓鱼岛争端为例分析并试图谋求最佳解决路径。
