自1992年十四大召开以后,我国正式步入了有计划的商品经济时代,经济体制改革迅速升温。在20世纪70年代中期,西方如火如荼开展的新公共管理运动,效率至上的宗旨一度影响了我国政府的执政理念。纵观历次机构改革,中国的抉择主要是以经济体制改革为先导,通过经济职能的调整,带动政治体制改革。尽管我们在短时期内实现了经济的高速发展,然而也不可置否的是在经济的发展背后,公共行政精神在无声的断裂,引发了社会整体道德文化的滑坡。作为公共行政的上层建筑的孱弱遏制了中国全面发展的终极诉求,因此,重塑中国公共行政精神势在必行。
Since the convening of the 14th National Congress of the Communist Party of China in 1992, China formally stepped into a planned era of commodity economy and the reform of its economic structure has rapidly risen. In the mid-1970s, the new public administration movement in full swing in the West and the purpose of efficiency first had an impact on the governance concept of our government. Throughout the previous institutional reforms, China’s decision has been mainly guided by the reform of the economic structure, which has led the political restructuring through economic restructuring. Although we have achieved rapid economic growth within a short period of time, it is not ruled that behind the economic development, the public administration splinters silently and has triggered a landslide in the moral culture of the entire community. The weakness of the superstructure as a public administration has contained the ultimate demand for the all-round development of China. Therefore, it is imperative to reshape the spirit of public administration in China.
