The council of the Indian Council for Science and Industry (CSIR) suggested that CSIR’s on-the-job scientists should receive a percentage of the remuneration they receive from research projects implemented by their respective research laboratories to encourage scientists to sign more contracts with industry. The main reason why the CSIR Board of Governors adopted the above incentives is because the government decided to cut its funding for the CSIR. At present, the government requires CSIR to raise one-third of its own budgetary funds. In 1995, the percentage could rise to 50%. Before 1977, CSIR scientists began to work hard to get a certain percentage of their income, but they did not succeed. According to CSIR Chairman S
