策划人语: 招商引资是一个既“老”又“新”的话题。说它“老”,是因为伴随着我国对外开放,招商引资的实践已经有了二十多年的历史。在这二十多年中,我国招商引资的成果有目共睹。且不说沿海发达的省市,仅以安徽为例,从1980年到2000年,全省累计实际利用外资60.61亿美元,年递增23%;实际利用外资占全社会固定资产投资比重由1985年的0.7%上升到2000年的4%。说它“新”,是因为招商引资工作是“常谈常新”、“常抓常新”,对各地政府来说,这项工作是永无止尽,永不满足的。况且,这项工作的波动性很大,与国内外的经济形势紧密相关,稍有懈怠,机遇就会变成遗憾。尤其是在我国即将“入世”的关头,招商引资工作将会面临新机遇、新挑战、新问题。因而对各地政府而言,尤其是像安徽这样原来招商引资工作相对落后的省份而言,年年强调引资,时时关注招商就显得非常之必要。 回顾我国对外开放的历程,总结全国各地的招商引资的得失经验,我们可以看出,招商引资的成效在很大程度上标志着一个地方的综合竞争实力、政府的决策水平和市场化改革的进程。如果将此前的二十年当作是我国招商引资的一个阶段,那么,在这个阶段中,各地的强弱优劣已经彰显无遗。因此,对安徽来说,现在再来强调招商引资的
Planning language: investment is an “old” and “new” topic. To call it “old” is that with the opening-up of our country to the outside world, the practice of attracting investment has had a history of more than two decades. In these two decades, the achievements of China’s investment attraction are obvious to all. Not to mention the developed coastal provinces and cities, Anhui alone, for example, from 1980 to 2000, the province’s actual utilization of foreign capital 6.061 billion US dollars, an increase of 23%; the actual utilization of foreign investment in the proportion of total social investment in fixed assets by 0.7% in 1985 rose to 4% in 2000. To say that it is “new” is because investment promotion work is “often new” and “often new”. To all local governments, this work is endless and will never be satisfied. Moreover, the volatility of this work is great and it is closely linked with the economic situation at home and abroad. With a slight slackening, the opportunities will become regrettable. Especially at the moment when our country is about to enter the WTO, investment promotion will face new opportunities, new challenges and new problems. Therefore, for all local governments, especially in provinces like Anhui where investment promotion was relatively backward, emphasizing attracting investment year after year and attracting investment at all times is very necessary. Recalling the course of our country’s opening to the outside world and summing up the experience gained and lost in attracting investment all over the country, we can see that the effectiveness of investment promotion to a large extent marks the comprehensive competitive strength of a place, the level of government decision-making and the progress of market-oriented reform . If the previous two decades as a stage of China’s investment, then, at this stage, strengths and weaknesses around the country has been demonstrated. Therefore, for Anhui, it is time to stress investment attraction again
