我院试行有偿合同制改革是在1982年起实行科研责任制的基础上,于1984年下半年正式开始的。内部以提高我院面向生产的能力和活力为宗旨;外部以加速我院科技成果转化为生产力为目的。内部改革以改变“大锅饭”的经费管理制度为核心,分系统、分层次配套进行。在经费管理制度方面,采取了削减后的事业费与科技三项费捆在一起按任务下拨,实行“一院多制”的分类管理,划小核算单位,建立基层财务,实行独立核算等五项措施;在科研管理方面,对开发研究实行有偿合同制,应用基础研
The pilot reform of the contracted system in our hospital was based on the implementation of scientific research responsibility system in 1982 and was officially started in the second half of 1984.
