安全管理是一切工程施工的基本要求和竣工底限。据统计,2009年建筑施工发生各类事故2330起,死亡2760人,同比分别上升2.8%和2.1%。特别是发生较大以上坍塌坠落事故78起,死亡344人,分别占建筑施工较大以上事故的76.5%和77.8%。在当前工程安全事故频发的情况下,今年七月,国务院印发《关于进一步加强企业安全生产工作的通知》,通知中规定,从2011年1月1日起,对因生产安全事故造成的职工死亡,实行全国统一标准,除了一次性赔偿之外,还要支付一次性的丧葬费、抚恤金等,加起来大约60万,远高于原来的20万标准;责任追究也提高到发生重大、特别重大生产安全责任事故企业负责人终身不得担任本行业企业的负责人。可以见得安全管理作为一项专业的管理项目已经在工程施工中占据重要地位。本文以公路桥梁施工为切入点,论述其中的安全管理问题。
