后刊发本刊以供参考。2011年是“十二五”开局之年,广西在异常复杂多变、困难重重的情势下,自治区党委、政府带领全区各族人民攻坚克难,紧紧围绕实现“富民强桂”新跨越发展目标,实现新突破,达到新水平,成就巨大,开局良好。2012年,国内外形势扑朔迷离,发展环境恶化,危机重重,经济发展趋缓,似乎已成共识。本文却认为虽然形势严峻,但依然是旭日东升,机会重重,有可能又是一个2009年。广西应在此情势下,要化危为机,变压力为动力,找准切入点和突破口,将广西发展的良好态势保持和扩大下去,实现追赶跨越,取得新突破,再创新辉煌。
