读了刘李波《人员外流现象透视》一文感触颇多,“天要下雨、娘要嫁人”,档案人员外流堵是堵不住的。笔者以为治本的方法还是严格把住档案部门的人员人口关,彻底改变档案部门是各类人员安置场所的现象。毋庸讳言,被安置人员中有准备到档案部门享清福的老、弱、病人员,有根本不懂业务图个清闲、找个跳板的“关系户”,也有作为安慰赛被体面地提拔到档案部门的少数领导。实践表明,哪一个档案部门中这类安置人员多,哪里的档案人才的积极性便受到压抑,那里档案部门的关键岗位、晋升机遇便
