目的了解湖南省食品安全企业标准备案现况,完善食品安全企业标准备案工作,促进湖南省食品行业安全有序发展。方法通过整理资料收集2010—2015年在湖南省卫生计生综合监督局已备案的食品安全企业标准的数量、备案时间、备案企业所在地、备案食品类别信息以及申请食品安全企业标准备案不成功原因,应用SPSS 19.0进行数据录入、整理及描述性分析。结果 2010—2015年湖南省共备案食品安全企业标准5 036份,标准备案数量呈逐年上升趋势,年平均增长速度为35.6%。共涉及29类食品,其中饮料类产品备案最多(27.3%,1 377/5 036)。长沙地区企业标准备案最多,占全省的43.5%(2 190/5 036)。食品安全企业标准备案申请被退回的主要原因有原料使用不当、“要求”项不符、可按已有标准执行、食品名称不符合GB 7718—2011《食品安全国家标准预包装食品标签通则》等,其中原料使用不当导致被退回的数量最多(30.2%,42/139)。结论在食品安全企业标准备案工作中,应当加强企业对标准的重视、注重编制说明以及开展食品企业相关人员食品安全标准知识培训等。
Objective To understand the current situation of filing of food safety standards in Hunan Province, improve the record keeping of food safety standards, and promote the safe and orderly development of food industry in Hunan Province. Methods By collecting information on the number of food safety standards filed by Hunan Provincial Health and Family Planning Supervision Bureau from 2010 to 2015, the time for filing, the location of the filing enterprises, the type of food record and the reasons for filing unsuccessful filing of food safety standards, SPSS 19.0 for data entry, collation and descriptive analysis. Results A total of 5 036 enterprise-level food safety standards were recorded in Hunan Province during 2010-2015. The number of standard filing cases showed an upward trend year by year with an average annual growth rate of 35.6%. A total of 29 types of food products were involved, of which beverage products were the most documented (27.3%, 1 377/5 036). The largest number of enterprise standards in Changsha, accounting for 43.5% of the province (2 190/5 036). The main reasons for the filing of applications for filing of food safety standards are the improper use of raw materials, the discrepancy of “requirements”, the implementation of existing standards, the failure of food names to conform to the General Rules for the Labeling of Prepackaged Food Products by the National Food Safety Standard GB 7718-2011, Among them, the use of raw materials led to the highest number of returned (30.2%, 42/139). Conclusion In the record keeping of food safety standards, enterprises should pay more attention to the standards, pay attention to the preparation of instructions and carry out knowledge training on food safety standards for food-related personnel.
