2013年9月28日,南开大学经济研究所、中国房地产杂志社共同举办了“我国公共住房建设融资模式现状、问题及创新路径”专题讲座活动。此次讲座由南开大学经济研究所周京奎教授主讲,他针对目前公共住房建设中资金筹集存在的问题,提出我国公共住房建设融资模式的创新路径,即以反抵押贷款模式为基础的产权导向型建设融资模式,并对该模式的运行框架进行了理论分析。南开大学经济研究所贺京同教授对周京奎教授的专题讲座做了精彩点评。他认为,公共住房融资模式的构建首先要考虑收益的归属。此外,他提出应从经济学的角度厘清保障房的性质、科学测算需求量,制定严格的准入退出机制。
On September 28, 2013, Nankai Institute of Economics and China Real Estate Magazine jointly held a seminar entitled “Current Situation, Problems and Innovative Routes of Financing Models for Public Housing Construction in China”. The lecture was delivered by Prof. Zhou Jingkui, Institute of Economic Research, Nankai University. In response to the current problems in raising funds for public housing construction, he proposed an innovative approach to the financing model of public housing construction in China, namely property-based construction based on the anti-mortgage loan model Financing mode, and carries on the theoretical analysis to the operation mode of this mode. Professor He Jitong of Institute of Economics of Nankai University made a brilliant comment on the lectures given by Professor Zhou Jingkui. He believes that the construction of public housing financing model must first consider the ownership of proceeds. In addition, he proposed that the nature of social housing should be clarified from an economic point of view, the demand should be scientifically measured, and a stringent exit mechanism should be established.
