中国企业在许多方面都与国际先进水平存在巨大差距。究其原因 ,一方面在于中国宏观经济潜力远远没有发挥出来 ;另一方面在于中国微观主体能力有限 ,不具备跨国经营的综合素质和竞争优势。然而 ,宏观经济潜力巨大 ,说明中国具备进一步扩大对外直接投资的实力 ;微观主体能力有限 ,说明大规模、全方位构筑中国自己的跨国公司必须提到国家战略高度上加以推进。为此 ,按照国际惯例运作、提升国际竞争能力 ,这是加快中国企业“走出去”的总体性对策 In many ways, Chinese enterprises have huge gaps with the international advanced level. The reason is that on the one hand, China's macroeconomic potential is far from being realized; on the other hand, China's micro-entities have limited capabilities and do not possess the comprehensive qualities and competitive advantages of transnational operation. However, the huge macroeconomic potential shows that China has the strength to further expand its direct investment abroad. The limited capability of the micro-entities shows that large-scale and all-round construction of China's own MNCs must be promoted at the national strategic level. To this end, operating in accordance with international practices and upgrading their international competitiveness is a general measure to speed up the “going global” for Chinese enterprises
