随着兵役制度的改革,士官数量增多,士官已成为部队建设中的一支重要力量。预备役部队士官普遍存在着分布较广、首长身边人员多、管理难度大等情况,参加集中学习培训机会少,能力素质参差不齐,很难适应预备役部队建设的客观需要。要抓好预备役部队士官队伍建设,必须严格依据部队的《条令》、《条例》和各项规章制度抓管理,结合实际搞好教育培养。
