“七五”期间,乡镇轻工业在“积极扶持,合理规划,正确引导,加强管理”的总方针和一系列政策指引下,有了很大发展。乡镇轻工企业由45万个增加到88万个,产值由495亿元增加到1620.6亿元(不包括纺织、化纤),比“六五”分别增长了196％和328％。从业人员由934万人增加到2934万人,净增2000万人,转移了大量农村剩余劳动力。——企业素质明显提高。到1990年末,全国乡村集体轻工企业已拥有各类专业技术人员32万人,占乡村集体企业技术人员总数的四分之一,净增28.3万人,增长86.5％。——乡村两级集体轻工企业产品的标准覆盖率由1985年的49％提高到1990年的86％以上,基本消灭了无标生产。
During the “Seventh Five-Year Plan” period, the township and town light industry under the general guideline of “proactive support, rational planning, correct guidance and strengthening management” and a series of policies and guidelines have made great progress. The number of light-manufacturing enterprises in towns and townships increased from 450,000 to 880,000. The output value increased from 495 billion yuan to 162.06 billion yuan (excluding textile and chemical fiber) and 196% and 328% respectively over the “6th Five-Year Plan”. The number of employed persons increased from 9.34 million to 29.34 million, a net increase of 20 million and the transfer of a large amount of surplus rural labor force. - Significantly improve the quality of enterprises. By the end of 1990, the country’s rural collective light industrial enterprises already had 320,000 professional and technical personnel of all kinds, accounting for one quarter of the total number of technicians in rural collective enterprises, a net increase of 283,000 or 86.5%. - The standard coverage rate of products of rural collective-level light industrial enterprises increased from 49% in 1985 to over 86% in 1990, basically eliminating the production of unmarked products.
