国办发[1999]101号文件出台以来,勘察设计单位改革进入以产权制度改革为核心的深化阶段。不少传统事业性质的勘察设计单位通过转企改制,进而推动内部运行机制的改革,促进了改制后企业的发展。但与此同时,也有一些勘察设计单位在改制过程中暴露出一些问题,引发了行业内企业对改制工作的理性反思。特别是当前勘察设计单位改制的内外部环境条件已经与过去发生了很大变化,推进改制工作的难度比过去有增无减。如何理性分析
