农村改革从十一届三中全会算起,至今已经15年了,回头看看,这15年是不是可以划分这么几个阶段: 第一段:从79年到84年,粮食、农产品增长得快,农民的收入了增长得快,城乡皆大欢喜 从79年——84年这一段,粮食生产迅速发展,谁也没想到这么快解决了大多数农村的温饱问题。农产品大幅度增产的因素第一条是实行了家庭承包,第二条恐怕就是粮食提价,提价打电提的幅度相当大。同时,国家还决定进口粮食,让农村,农民休养生息。这几条措施,使农村经济大受其益,所以农民热情高涨。几年粮食生产连上两个大台阶,每个台阶增加产量1000亿斤。这是历史上也很少有的连续几年这么大幅度增长的情况。那几年农民收入的增加也很快,年递增率达到10％以上,农民收入增长得多,农产品增加很快,所以政府满意,农民满意,皆大欢喜。

The incomes of peasants increased more and the prices of agricultural products increased rapidly. Therefore, the satisfaction of the government and the satisfaction of peasants are both very happy.
