The nineteenth century did not have norms of international law prohibiting a country from abusing its nationals, but others often claimed the right to use force to stop such abuse; the European countries have repeatedly resorted to this so-called humanitarian intervention, mainly to prevent Turkey from maltreating its Christians Subjects. In this century, especially since the adoption of the UN Charter in 1945, international law has developed a set of guidelines on human rights that prohibit states from abusing individuals, including their own nationals, but at the same time it has also developed a set of restrictive (formerly almost unlimited) Guidelines for the use of force.
