近年来,赤峰市郊区林业治安管理状况比较混乱,乱砍滥伐现象屡禁不止;个别地方成帮结伙在光天化日之下盗伐林木;有的以地界纠纷为借口,抢占国有林地;更有甚者,恐吓、威胁,、殴打护林人员和林业干警,致使毁林案件逐年上升. 赤峰市郊区是全国的造林先进单位,年年造林,年年也人为地毁坏了不少林。据不完全统计:仅1987年到1989年三年中,就发生毁林案件400多起,毁坏林地8000多亩,造成损失13万多
