新媒体弱化了传统的组织化控制、削减了“意见领袖”的话语权、挑战着党员干部的网络沟通意识和党员干部的角色转换能力。兰州市东川镇“线上线下”工作法主要包括线上“2471”四级信息服务系统、线下“4+7”民情分类办理系统和线上线下虚实打通“两结合”这三个关键内容。这使我们认识到党群关系要固守为民思想、创新服务模式,线上线下要实现无缝对接、固化工作流程。
