1985年遂宁建市后,面对人多地少、资源贫乏、经济薄弱、人才短缺的市情,为完成中共四川省委、省人民政府赋予的“探索丘区经济发展、人民致富路子”的光荣任务,遂宁市委、市政府确定走科技兴市之路,积极寻求民主党派的智力支援。1986年,中共遂宁市委、市政府与民盟四川省委签定合作协议,拉开了“盟遂”合作的序幕。
