为贯彻落实“安全第一,预防为主”的方针,加强和规范安全生产监督管理工作,提高交通、建筑、民爆等行业企业的安全管理水平和安全生产条件,国家安全生产监督局下发《关于开展交通、建筑、民爆等行业企业安全生产状况评估工作的通知》(安监管三字[2003]43号)后,各地结合实际相继提出了具体的贯彻执行意见。从目前了解和掌握的一些地方的情况看,各地对评估工作的要求不尽统一,认识也不一致,特别是交通运输企业评估工作进展缓慢,工作进度发展不够平衡。

Judging from the current situation in some places that have been known and mastered, the requirements for evaluation work in various places are not unified and their understanding is inconsistent. In particular, assessment of transportation enterprises is slow in progress and the progress of work is not balanced enough.
